Yes. People of any nationality can buy freehold property in Dubai’s designated freehold zones, and this gives full ownership of the unit. Outside those zones, options are limited, usually to long leaseholds. Before you commit to any unit, confirm that its community is a freehold zone and that the title is registered with the Dubai Land Department.

How long does it take to buy a property?

For a ready property, once your offer is accepted, the Memorandum of Understanding is signed and the deposit is paid. The seller then requests the developer NOC, which usually takes 5 to 10 working days. A cash purchase can often complete within a few weeks. A mortgage purchase usually takes longer, because the bank must value the property and approve the loan. On transfer day, the title deed is normally issued within a few hours at the trustee office.

Do I pay tax when I buy property in Dubai?

Dubai does not charge annual property tax, stamp duty or capital gains tax on residential property. You do pay the one-time 4% Dubai Land Department transfer fee, agency commission and fixed admin charges, plus ongoing service charges to the building or community. Individuals generally do not pay personal income tax on rental income in the UAE, but your home country may tax it, so check your own situation.

Do I pay the agent’s commission when I buy?

On resale properties, the buyer usually pays a commission of about 2% of the price plus 5% VAT to the agent, although this is negotiable and should be confirmed in writing before you sign anything. On new off-plan projects, the developer often pays the agent, so the buyer typically pays nothing extra. Always ask who pays before you commit.

What are service charges and how much are they?

Service charges cover the upkeep of shared areas: security, cleaning, lifts, pools, landscaping and building maintenance. They are charged per square foot each year, and they vary widely by building. Recent market data shows a range from around AED 3 to AED 25 per square foot. Before buying, ask for the last two or three years of service charge statements, because a low price can hide high charges that reduce your returns.

Is it better to buy ready or off-plan?

Ready properties give you immediate use or rental income, and you can see exactly what you are buying. Off-plan offers staged payment plans and often a lower entry price, but you wait for handover and carry delivery risk. If you need to move in or earn rent soon, ready is usually the safer choice. If you have time and a longer horizon, off-plan can make sense.
